On July 2, the National Development and Reform Commission issued opinions on innovation and improvement of the price mechanism for promoting green development. The opinion puts forward a comprehensive clean-up and cancellation of preferential treatment tariffs for high-energy-consuming industries and various other unreasonable price concessions. Strictly implement the differential electricity price policy of seven industries, such as ferroalloy, calcium carbide, caustic soda, cement, steel, yellow phosphorus and zinc smelting, and implement higher prices for electricity consumption (including market-based trading power) of eliminated and restricted enterprises. All localities should timely evaluate the implementation of the differential electricity price and the ladder price policy. According to actual needs, the differential electricity price and the ladder price should be expanded to implement the industry scope, raise the price increase standard, and promote relevant industries to increase technological transformation, improve energy efficiency, and accelerate the elimination of backward production capacity.
